Guaranteed Tuition Provides Peace of Mind

Private College 529 Plan is structured as a pre-purchase of tuition—not a market-based investment—offered by the not-for-profit organization Tuition Plan Consortium, LLC (TPC). Regardless of how much tuition rises at member colleges or how financial markets perform, member schools guarantee the tuition benefit.


Clients may purchase tuition at today’s prices and redeem tuition certificates at any of the participating colleges or universities for up to 30 years.1 Since the more than 270 schools are all eligible for the guaranteed offer, there is no need to select any one school at the time the account is established. The Plan provides a helpful “track your five favorite schools” feature that allows clients to monitor their progress towards their college savings goals.

A No Fee Plan

The Plan charges no fees of any kind to you or your client. Member schools pay the Plan’s administrative costs.

A: Opening a Private College 529 Plan account alongside a traditional, state-sponsored, market-based 529 college savings plan, provides the opportunity to combine the benefits of pre-purchasing tuition as well as saving for room and board and other qualified fees through a traditional 529 savings program.

1. A tuition certificate consists of all contributions to a single beneficiary’s account within a single plan enrollment year. Each unique certificate will be eligible for the redemption of tuition for 30 years from the date of the first contribution in each enrollment year. A 36-month holding period applies before certificates can be redeemed.

If the account owner dies before the end of the five-year period, a prorated portion of the contribution allocable to the remaining years in the five-year period, beginning with the year after the contributor’s death, will be included within his or her estate for federal tax purposes.

2. Participation in Private College 529 Plan does not influence or guarantee admission to any college or university.
